Premier of the Soviet UnionPremier of the Soviet Union or Chairman of the Council of Ministers of the USSR (Председатель Совета Министров СССР) - was the top executive government position in the Soviet Union (1946-1991). However, the real power in the USSR had the Politburo of the Central Committee of the CPSU, and its Secretary General.
