Dumbarton Oaks Conference

The Dumbarton Oaks Conference (or Washington Conversations on International Peace and Security Organization) held beginning in August 1944 in a Washington, DC mansion (Dumbarton Oaks), was where the United Nations was formulated and negotiated. The conference was attended by representatives of the United States, the Soviet Union, the United Kingdom, and the Republic of China. Discussions included the formation of the Security Council and the right of veto that would be given to its permanent members.

The conference was followed up by a San Francisco Conference, where the Security Council veto powers were established.
