Celestial Intervention AgencyThe Celestial Intervention Agency is a fictional organization of Time Lords in the Doctor Who universe. Very little is known about the agency except that they sometimes order the Doctor to attempt to change history, for example in attempting to prevent the creation of the Daleks.
